Windsurf vs Cursor vs Claude Code vs GitHub Copilot: Real AI Coding Cost per Developer in 2026

The short answer: none of these is a flat rate any more. GitHub moved Copilot to usage-metered AI Credits on June 1, 2026, Cursor sells a pool of model usage priced at API rates, Claude Code runs on rolling five-hour windows with weekly caps inside a Claude subscription or on pay-per-token API billing, and Windsurf sells quota-based plans. The base subscription is therefore the smaller part of the bill for anyone who works with agents. Using the ILLUSTRATIVE usage levels below, a light developer costs about $60–$240 a year, a daily professional developer about $300–$360, and a heavy agentic developer about $1,680–$1,800 at metered rates, so heavy use adds roughly $110–$120 a month over daily use. Nothing here claims a productivity gain: the break-even figure is the number of engineering minutes a month a plan must save to pay for itself.

What each vendor bills

GitHub Copilot (REPORTED, third-party summaries of GitHub pricing, June 2026). Free tier (2,000 completions and 50 chat messages a month); Pro $10 a month, Pro+ $39, Business $19 per user, Enterprise $39 per user. Since June 1, 2026 all plans use AI Credits at $0.01 each, calculated from input, output and cached tokens, on top of the base fee. Code completions stay free and unlimited on paid plans. Pro includes credits worth $10 or 1,500 credits worth $15 depending on the source, and Business about $19 of credits. The base subscription is separate from premium-request or advanced-model usage, which is what runs out. Included credits for Pro+ and Enterprise were not captured (QUOTE-ONLY / UNKNOWN). Enterprise features such as SSO and knowledge bases are listed with the $39 plan, and GitHub Enterprise Cloud seats cost $21 per user per month (OFFICIAL, GitHub's plans page) if the organization does not already have them.

Cursor (REPORTED). Pro $20 a month including about $20 of model usage at API rates, Pro+ $60 (about $70 of usage), Ultra $200 (about $400 of usage), Teams $40 per user. Usage beyond the pool is billed on demand in arrears. BugBot review is an optional $40 per user per month. Auto mode picks cheaper models; bring-your-own-key bypasses the pool. The included pool for Teams was not captured (QUOTE-ONLY / UNKNOWN).

Claude Code (REPORTED). Claude Code comes inside Claude plans: Pro $20 a month ($17 annual), Max 5x $100, Max 20x $200, with Team Premium seats at $100 per seat per month on annual billing with a five-seat minimum. Limits are a rolling five-hour window plus weekly caps and are shared with the same account's Claude chat, and the caps are not published in dollars (QUOTE-ONLY / UNKNOWN). The alternative is Claude Code billed through the API on pay-per-token rates, which is a different bill from any Claude consumer subscription. The consumer chat plan and Claude Code draw from the same subscription limits, so heavy chat use lowers capacity for coding. Agentic sessions were reported to burn about five times as many tokens per task as lighter tools.

Windsurf (REPORTED). Free with limited quotas, Pro about $20 a month with daily and weekly quotas, Max $200, Teams $40 per user. Quotas are not published in dollars, so included usage value is unknown (QUOTE-ONLY / UNKNOWN).

Usage levels

The monthly model-usage values below, measured at API rates, are ILLUSTRATIVE: light developer $5, daily professional developer $30, heavy agentic developer $150.

Formulas: plan cost = base fee + max(0, usage − included pool). Copilot Pro is modeled with $15 included, Business with $19 and Cursor Pro with $20. The Cursor figure takes the cheapest of Pro, Pro+ and Ultra for each level.

Windsurf is not in the table because its included usage is not published in dollars: Pro is $240 a year and Max $2,400, with the quota that fits each level unknown. For the Claude Code subscription column, which plan a level needs depends on caps that are not published, so the ranges show the plausible plans, not a computed fit.

Incremental cost of heavy usage (heavy minus daily): $120 a month on Copilot Pro and Business and on API billing, $110 on Cursor, and $80–$180 a month on the Claude subscription depending on whether Max 5x or Max 20x is needed versus Pro.

Teams of 1, 10 and 100

The team mix is ILLUSTRATIVE: 30% light, 50% daily and 20% heavy developers, an average of $46.50 of model usage per developer per month. Team plans are Copilot Business ($19), Cursor Teams ($40) and Claude Team Premium seats ($100); Cursor Teams is modeled with a $20 included pool, which is an assumption.

Annual cost per developer for the mix is about $608 on Copilot Business, $852 on Cursor Teams, $1,200 on Claude Team seats, $558 on API billing and $480 base-only on Windsurf. Organizations that also need GitHub Enterprise Cloud seats for Copilot Enterprise add $252 per developer per year.

Break-even: engineering minutes saved per month

Formula: minutes needed = monthly cost ÷ loaded hourly cost × 60, with $75 an hour (ILLUSTRATIVE).

The heavy-use increment of $110–$120 a month needs roughly 88 to 96 extra minutes saved per developer per month before it breaks even. This is a threshold, not a forecast, and no tool here is assumed to save that time.

Sensitivity

  1. Model mix. The same task can cost several times more on a frontier model than on the default or auto-selected model, so per-developer cost swings with model choice as much as with plan choice.
  2. Agent length. Background and long-running agent sessions consume pooled credits whether or not the result is used.
  3. Included pool. A $15 versus $10 Copilot Pro credit allowance shifts the daily case by $5 a month.
  4. Seat versus meter. Claude Team Premium at $100 flat is cheaper than metered usage above $100 of usage per developer, and more expensive below it.

Budgeting traps

  • A cheap base fee hides the meter. Copilot Pro at $10 becomes about $145 a month at heavy use.
  • Shared limits. On Claude subscriptions, chat use and coding share the same caps.
  • Add-ons. Cursor's BugBot at $40 per user per month can double a Teams seat.
  • Pass-through charges. API billing and bring-your-own-key setups move usage onto the model vendor's invoice.
  • Naming. GitHub Copilot is not Microsoft Copilot Studio, and Claude Code is not the same bill as a Claude chat subscription.

What to ask before you buy

Measure a month of real usage in dollars at API rates for a light, a typical and a heavy developer, then apply each plan's included pool and overage rule. Ask each vendor what happens when a pool or cap is exhausted mid-month.
