Unstructured vs LlamaParse vs Azure Document Intelligence: Real Document Parsing Cost per 1 Million Pages in 2026
The short answer: Unstructured recently flattened its entire pricing model into one number, which makes it the simplest to budget but not the cheapest at every complexity level. As of a late-August 2026 price change, Unstructured now charges a flat $0.015 per page regardless of file type or complexity — down from $0.03 and, before that, a two-tier Fast/Hi-Res structure. LlamaParse and Azure Document Intelligence, by contrast, still charge more for harder documents. On simple digital PDFs, Azure's Read/OCR tier is the cheapest at roughly $1,500 per million pages, against $3,750–$15,000 on LlamaParse and Unstructured. On complex tables, forms and layouts, the ranking flips hard: LlamaParse's Agentic Plus and preset modes run $45,000–$135,000 per million pages, Azure's custom-model tier $30,000, and Unstructured's flat rate stays at $15,000, making it the cheapest option once documents get difficult enough.
What each vendor bills
Unstructured (OFFICIAL, unstructured.io/pricing, current as of a late-August 2026 change). A single flat rate: $0.015 per page, applied uniformly across every file type and processing pipeline (Fast, Hi-Res, VLM, Auto). This is a price cut from an earlier $0.03/page flat rate, which itself replaced a two-tier Fast ($1/1,000 pages) versus Hi-Res ($10/1,000 pages) structure used through 2024–early 2026. The free allowance also changed with this update: it is now 10,000 free pages as a one-time signup allowance, replacing an earlier "15,000 free pages every month, resetting monthly" policy, and the $3,000-a-month bill cap that briefly existed was removed. Business tier (dedicated instance, in-VPC, multi-tenant SaaS, or bare-metal deployment) is custom-quoted.
LlamaParse (OFFICIAL, LlamaIndex Cloud pricing documentation, with an internal source conflict). Credit-based: North America priced at either $1.00 or $1.25 per 1,000 credits depending on which documentation page is read; Europe at $1.50. Credits per page vary sharply by mode: "Parse without AI": 1 credit. Cost-effective: 3 credits. Parse page with LLM: 3 credits. Agentic: 10 credits. Parse page with LVM (Claude Sonnet models): 60 credits. Agentic Plus: 45 credits on one documentation page, 90 on another — a direct conflict within LlamaIndex's own published pricing pages. Invoice, scientific-paper, technical-documentation and forms presets are all listed at 90 credits per page. 10,000 free credits a month.
Azure AI Document Intelligence (REPORTED, cross-checked across two third-party pricing summaries). Read/OCR: $1.50 per 1,000 pages. Prebuilt models (invoice, receipt, ID, and similar): about $10 per 1,000 pages. Custom extraction models: about $30 per 1,000 pages. A separate summary states per-page figures of $0.01 (read), $0.05 (prebuilt) and $0.05 (custom), which converts to $10, $50 and $50 per 1,000 — a real disagreement with the first source on the prebuilt and custom tiers specifically; this article uses the more detailed three-tier figures ($1.50/$10/$30) as the primary reference. 500 free pages a month.
Three page mixes
All ILLUSTRATIVE. A: digital PDFs — clean, machine-generated text, no OCR needed (Unstructured: flat rate applies regardless; LlamaParse: Cost-effective mode, 3 credits/page; Azure: Read/OCR tier). B: scanned/OCR-heavy documents — requires layout understanding and OCR (LlamaParse: Agentic mode, 10 credits/page; Azure: prebuilt-model tier). C: complex tables, forms and layout — requires the heaviest extraction mode (LlamaParse: Agentic Plus/preset modes, averaging the 45–90 credit range; Azure: custom-model tier).
Cost per 1 million pages by mix
Formula: Unstructured = pages × $0.015 (unchanged across mixes); LlamaParse = pages × credits per page ÷ 1,000 × $1.25 (using the $1.25 North America reference rate, the higher of the two conflicting NA figures reported: $1.00 and $1.25 per 1,000 credits); Azure = pages × price per 1,000 ÷ 1,000.
| Page mix | Unstructured (flat) | LlamaParse | Azure Document Intelligence |
|---|---|---|---|
| A: digital PDFs | $15,000 | $3,750 | $1,500 |
| B: scanned/OCR-heavy | $15,000 | $12,500 | $10,000 |
| C: complex tables/forms | $15,000 | $84,375 (mid-point of the 45–90 credit conflict; range $45,000–$135,000 depending on which LlamaParse rate and credit tier apply) | $30,000 |
At 10,000 and 100,000 pages, these scale down linearly: $150/$1,500 (Unstructured, every mix), $38–$844/$375–$8,438 (LlamaParse, mix A to C), and $15–$300/$150–$3,000 (Azure, mix A to C).
The OCR premium
Formula: premium = (harder-mix cost ÷ easy-mix cost) − 1. On Azure, moving from Read/OCR to the prebuilt tier is a 567% premium ($1.50 to $10 per 1,000 pages); on LlamaParse, moving from Cost-effective to Agentic is a 233% premium (3 to 10 credits). Unstructured has no OCR premium at all under its current flat-rate structure, which is either a meaningful simplification or a mispricing depending on your document mix: teams processing mostly clean digital PDFs are subsidizing teams processing scanned documents at the same rate.
The complex-layout premium
Moving from OCR-tier to the hardest tier: Azure's custom-model tier is 3x its prebuilt tier ($10 to $30 per 1,000) and 20x its Read tier. LlamaParse's Agentic Plus/preset tier is 4.5x to 9x its Agentic tier (10 to 45–90 credits), and 15x to 30x its Cost-effective tier. Unstructured's flat rate means the complex-layout premium is, again, zero by construction.
Failure and reprocessing overhead
None of the three vendors published a specific failure or reprocessing rate for documents that fail extraction on the first pass (QUOTE-ONLY / UNKNOWN across all three in the sources reviewed). In practice, a failed extraction on a credit-based or tiered-price system (LlamaParse, Azure) still consumes the credits or per-page charge for the attempt, and a retry at a higher-fidelity mode compounds the cost: a page that fails at LlamaParse's 3-credit Cost-effective mode and is retried at the 10-credit Agentic mode has cost 13 credits total for one successfully parsed page, not 10.
Pages versus documents
None of these vendors bills per document; all three bill per page (LlamaParse additionally bills per minute for audio inputs). A 50-page contract and fifty 1-page invoices cost the same on a per-page basis, but the 50-page contract is one billing event and one API call, while fifty single-page invoices are fifty. This distinction matters for any workflow that batches many small documents versus few large ones, since per-call overhead (latency, rate limits, retry logic) scales with document count, not page count, even though the dollar cost scales with pages.
Sensitivity
- Which LlamaParse rate and credit tier is real. The Agentic Plus credit count (45 versus 90) is a 2x conflict, and the regional credit price ($1.00 versus $1.25 versus $1.50) is a further 50% swing; together these produce the widest uncertainty band in this article.
- Which Azure tier is real. The prebuilt and custom tiers differ by up to 5x between the two sources reviewed ($10 vs $50 per 1,000 for prebuilt).
- Document mix. A workload that is 80% clean digital PDFs and 20% complex forms will favor Azure or LlamaParse's tiered pricing; a workload that is heavily weighted toward complex documents will favor Unstructured's flat rate.
- Unstructured's recent volatility. Its per-page rate and free-tier terms changed twice within about six weeks (mid-July to late-August 2026), so the current $0.015 flat rate should be reconfirmed before committing to a large multi-month budget.
Budgeting traps
- Assuming a flat rate is always cheaper. Unstructured's flat $0.015/page is the most expensive option in this comparison on simple digital PDFs and the cheapest on complex layouts; the crossover point depends entirely on your document mix.
- Pricing a mixed document set at a single tier's rate. A real-world document set almost never has a single complexity level; blending mix A, B and C proportions changes every vendor's total non-linearly on LlamaParse and Azure.
- Ignoring reprocessing. A failed or misrouted extraction attempt on a tiered-price vendor is not free; it consumes credits or per-page charges before the retry.
- Comparing today's Unstructured rate to a stale reference. The rate has changed twice in recent months.
What to ask before you buy
Ask LlamaParse and Azure to quote against a representative sample of your actual document mix, not a single-tier assumption, and get the current credit-per-page rate for Agentic Plus in writing given the internal documentation conflict. Confirm Unstructured's current per-page rate and free-tier terms directly, given how recently and how often they have changed.
